Follow the steps below to view HEIC (Apple photos) in Windows:
Download the file to the local computer > Right-click the file > Open with > Choose another app > Firefox > Open with Photos.
Firefox seems to have a native encoder that can process HEIC files. From there, the image can be saved as a JPEG file.
